Outside of set office hours, show a wind down screen similar to break screens to stop you from over working

In this scenario, it would be ideal to be able to set office hours, but not disable breaks. Office hours isn't ideal for me since I use my computer a lot outside of work hours and if I don't take the breaks my eyes hurt, but I would still love to utilize this wind down feature.
This feature is deprecated in favor of Planned Breaks launched in 2.2
